Modern mining methods are non-selective, therefore raw coal now contains more shale and in more variable amounts.
Dust is combatted by use of water. Therefore raw coal can contain high, but varying amounts of moisture

Modern coal getting machines use large numbers of picks, causing higher proportion of smalls and fines in run-of-mine coal.
